    I'm looking for some kind of Database development methodology, If you know any web site or white paper to share please let me know, I'm looking for some kind of guide lines to follow.

    Go to http://www.tusc.com's download section and download
    Oracle Database best practices, this is lot related to what you are after.

    Also, goto http://www.revealnet.com's dba pipeline-archive and you will find similar (not the same) information to download.
