When using OEM storage manager, what does HIGH WATER MARK stand for when looking at the rollback segments?

it means the same for rollback segments as it does for tables. It represents the maximum amout that the segment has been filled. It may or may not currently be filled that much.

Think of the tide at a beach. When the tide rolls up, it leaves a mark in the sand, then it rolls back down. Even though the water is not up that high anymore, you can see where it was by the way the sand looks. This is a 'high water mark'. It is the same idea with tables and rollback segments.
