Service name SYS$USERS and SYS$background created by oracle, and you have no control over that.
SYS$USERS - default service given to a user who connect locally
SYS$BACKGROUND - Service for all the background processes
User defined service name will be assigned to sessions, those who are connecting thru that service name.
