I have a doubt regarding PCT Free.

Is it possible to increase to increase the PCT free when
data has already touched the limit ?

Suppose PCT Free is 10%. Block is filled with 90%.
Now I want to increase PCT Free 20%. Is it possible?
If yes, then what about the existing rows of those area?
