Our objective is to develop, validate, certify, and commercially distribute an Oracle RMAN System Backup to Tape (SBT) Media Management Library. This library will be bundled with our proprietary backup software to support backup and restore operations for Oracle Database servers, including both Standard and Enterprise Editions.

To develop the media management library, we need to enroll in the Oracle Backup Solutions Program (BSP) to obtain the required API specifications. BSP enrollment requires an Oracle PartnerNetwork (OPN) subscription.

We have contacted the Oracle PartnerNetwork team but have not received a clear answer to the following questions:

Based on our requirements, is an OPN Level 0 subscription sufficient for internal development and testing of our custom SBT library across Oracle Database versions (Standard and Enterprise Editions, including Enterprise features such as Data Guard, RAC, ASM, etc.)? Or are additional licenses (including access to/download of Oracle Database software) or a higher OPN subscription required?
If Level 0 is not sufficient, which OPN subscription level would you recommend for our use case?
What level of Oracle Support is included with each OPN subscription level? Specifically, we'd like to know whether Oracle provides technical assistance for Oracle Database-related issues encountered while developing and testing our SBT library.
Our goal is to choose the most cost-effective OPN subscription that fully meets our development, testing, and commercial distribution requirements.

Your expertise in this area would be greatly appreciated.
