HELP!!ORA-12560 TNS: PROTOCAL ADAPTER ERROR

I just installed 8.1.5 on NT server. Didnt create a database but did create a listener PROD. from dos on the NT SERVER
I set the sid
set ORACLE_SID = PROD
then
i type svrmgrl and get this error

ORA-12560 TNS: PROTOCAL ADAPTER ERROR

i need to get into svrmgrl to create by database.
I have a db creation script.

please advice

For windows NT I think you use the oradim and not svrmgrl. I don't know why this difference. Check the last month threads, and I have posted a publication on ORADIM from metalink.
