    What is user System and Sys used for besides routing maitenance (bringing db up/down, etc)?
    Is it used on the regular basic for the background processes?
    What user if any used for running background processes?

    Both system and sys are regular database users with the DBA privileges. The sys schema contains all the base tables and the views for the data dictionary. Where as the user system consists of additional tables and views created by oracle tools. Both the sys and system are stored in the data dictionary, and can log only when the database was open.

    To restrict the privileges to startup and shut down the database, on Unix and windows, you create groups as SYSDBA and SYSOPER. If you need more information on how to create those let me know. In the mean time, I'ld also suggest that you take a look into the following threads
