Oracle Listener on another tier/server

Does the oracle listener need to run on the same server as the oracle database?
Can the oracle listener be installed and run/work on its own server, separate from the database server?

But can a Oracle Listener run remotely and communicate with a non-RAC database or a Oracle Cloud Autonomous database?
