What are the naming conventions for alert logs? Are they named after instance names?

alert_ORACLE_SID.log where ORACLE_SID is your SID. For example:
alter_dev815nt.log
where dev815nt is the ORACLE_SID

1)since there is an alert log for each instance in your example oracle sid is the name of the instance. Is it correct?
2)Is it being assigned by default and dba should not ever rename it? When is that name being created/assigned?

No, you should never rename it. It is maintained by Oracle and is created when the database is created.

You can delete the Alert file when it gets too big (Oracle will recreate it when it does not find it - you can do so even when the instance is up and running); You can actually make a copy of it; rename it and keep it for future reference.
