Why on earth you need to use oem to create a database.
did you even care to try the cmd line which i wrote on your other "similar" post.??

As Tarry has so elegantly put :
WHY ?
You will learn nothing that way and a core DBA skill will be lost to you.
I don't actually know what create database is used for in OEM, I have ever needed to use it and never seen any documentation on it.
Once you have eliminated all of the impossible,
whatever remains however improbable,
must be true.

There is a gui tool called DBCA or database configuration assistant.Find it under database administration in programs/Oracle_Home/database administration/.. Clicking on it you can start creating a database.
It's a database creation wizard.
But I suggest you also read the concepts manual.Because I would assume that you'd want to work on it after you've created it.
