Are you sure, that you used the same release installation's .plb script as your database is? Because the wrapping is changed through releases.

Sorry, but I don't think you can get clear version. Maybe only Oracle support can provide you one.

If anybody else knows of any way getting unwrapped packages, please, let us know.

Check your $ORACLE_HOME/rdbms/admin/catproc.sql for the exact sequence of sql commands needed to be executed to create the UTL_RAW package. (do a search on "raw" after opening the catproc.sql in an editor). Be sure to create the package under the SYS schema.
