problem in uploading data to the table

I am getting this error while uploading the data to the database. On the same server I 9iAS is running. I am unable to shutdown the database.

does the user you used to install Oracle have the rights on directory /delivery/datafile/ and on the file Deliverydatafile.dbf ???

the user has the right to write on these datafiles.
I was able to upload data for 4 days all of sudden, I am facing the problem in shutdown. oracle is not shutdowning.

Query DBA_DATAFILES and just check the status of this particular file.
