Rollback Segments are only maintained for backwards compatibility. Some functionality, like flashback query, is not possible when using rollback segments. Oracle recommend you migrate from RBS to UNDO as soon as possible. The default installation uses UNDO not RBS.

Pando, it is true, because SMU is now to be used. It is false, bacause RBU is still left for backwards compatibility as Tim told you.
