    Question

    Which is better?

We have two separate Oracle user that there is no any relation with them but both of them are working heavily

Implementing them in two instances in same machine
    OR
Implement them in one instance in same machine?

Depends. Are the users doing similar type operations (OLTP/OLAP)? Are the data sizes similar? How much do they interact with each other?

Personally, I would prefer one user in two instances.

Though two instances are kind of resource consuming factor I would prefer that. But again, it is still possible to manage things in one instance provided the tablespaces are distributed appropriately, the option of using MTS, etc and etc..

The option of two instances is more flexible as it would help on ease of managebility and etc...
