    What causes a db block to be fragmented ?

    Actually, we should not call block is fragmented when a row chain/migration occurs. Fragmentation in this block is very minimum.

    Mostly, when you delete a row (rows), the block will be also be fragmented till the PCTUSED level is reached on the block.
