Listener status Blocked

Hi, i have modified the path of my three control files and did the modification in the database using the alter command and restart the database.

But now i have the status blocked in my listerner so i had to add this --> (UR=A) in my tnsnames.ora to be able to connect with sqlplus.

The command Select logins from v$instance; returns Login= ALLOWED in sqlplus.

But i am still unable to change the status of the listerner for the instance so the login from a remote pc with TOAD does not work and throw a messaged error saying:

TNS Listener: all appropriate instances are blocking new connections.

What can i do to correct this ?
