Yes I had a database earlier. I deleted all software files and reinstalled Oracle 10.2.0.1 and patched with 10.2.0.4. Now I'm trying to build the database using the same datafiles, control files, redo log files. My database is in noarchivelog mode, on RHEL 4.

Understood. Your answer means "No", I understand you have a fresh Oracle installation then you never had an Oracle database of the same version running on that particular environment.
It looks to me your problem is not database related, the issue you are experiencing is Oracle installation related. Either something went wrong during Oracle installation or your kernel parameters are not properly set.

I am doing a fresh installation again, I won't be applying patches for 10.2.0.4 this time. I am going through kernel parameters as well. Lets see if something new shows up. I will let you know
