If both db's fail to connect, but both tnsping - then I'd guess at redirection. Search for something like:
USE_SHARED_SOCKETS=TRUE in MeatLink (speeling might be wrong). It's easier than using a connection manager - I didn't notice any performance overhead (tho' I guess there must be some).
I've a horrible feeling you need to reboot after setting this in the environment. Don't tell Jeff!

I like to start with the basics. I thought to use the IP because he said "the only thing that changed was the domain". Not sure what else might have changed.
