slow connection to database

The problem has been identified as 'winsock error 54' from the trace file. The winsock dll of windows NT.

Fix?

It is out of my hands now, I've passed it on to sysadmin. They said they'll identify the dll and replace it. If this does not solve the issue, worse comes worst, they'll have to do a fresh os install.
