OK, i found the answer in the logs.
in the file 'listener.ora' there was SID_NAME = PLSExtProc
I replaced PLSExtProc by the service name for my database and it works!

Search your Oracle directory for more than one tnsnames.ora file.
All copies need to be the same.
What version is your OEM? Make suer that you have configured the tnsnames.ora and listener.ora correctly. If not, modify and restart the listener, then the intelligent agent. Then start the OEM console and try to discover the node. When to try this, if you encounter any error message, note that down and let us know of the error message and the number. In the mean time what is your oracle version and have you applied all the necessary patches for NT too?
