fewer I guess, you dont need that many dbas anywayz, there are 150 instances here and there are only like 8 DBAs :D

It's very important now a days to have good knowledge about UNix or Solaris. I work in Singapore and many companies are looking for a single person to handle both Solaris and Oracle.
I personally feel one should have knowledge on all the areas otherwise u need to depend on lot of persons. For eg: if u r designer without knowledge of DBA or DBA without knowledge of SQL & PL/SQL (where 70% of tuning is required)

I support Unix and Database but only because there is nobody else on my team to do it. I think 25 DBAs is a bit of overkill. When I worked for GTE which was a huge company at the time we had a department called DBA homeroom which was repsonsible for almost all of the databases. I would be suprised if we had 25 DBAs.
Being a consultating company the 25 DBAs don't work internally, but are being billed out to various goverment and corporate clients (at huge rates).
Same goes for the other 2000 consultants that work for the company in other areas of IT.
