If you got to that point, then the Oracle software is installed, and the remaining task is to actually create a database (which is totally separate from the software installation).
Start by finding that Oracle database menu item on you start menu under programs. Look under database administration, and find:
Database Configuration Assistant
Select the Delete a Database radio button, and proceed to delete this database. You'll get a couple warnings, depending on how much of the DB was installed, but accept whatever you have to, to complete the deletion.
Once that's done, close the Assistant.
Reboot
Start the Database Configuration Assistant, and this time select the "Create a Database" radio button.
Follow the instructions. I have found that the computer will sometimes hang while a dos window is open.
Try setting your MS-DOS prompt properties before running the install. Go to:
Start, then
Programs, then
RIGHT CLICK on MS-DOS Prompt.
Go to the "Program" tab
at the Run option, select "Minimized" from the drop down list
check the "Close on Exit" box.
Run the install again.

Try to uninstall using the Oracle Universal Installer. That will probably work.
If not:

IF THIS WERE MY OWN PERSONAL COMPUTER, AND I HAD ALL MY IMPORTANT STUFF BACKED UP . . .
I would edit my registry to remove the ORACLE key, and delete the directory I installed into and start over. If you have anything you can't live without on your computer, stop now and figure something else out. Otherwise . . .
Things you should find before you start:
Windows CD
Software CDs
Windows Boot Disk
Bible (OK, it's not that bad . . .)
1. Make a boot disk (go into control panel, add/remove programs/startup disk)
2. Click on Start, Run and type regedit.
3. Click on File, Export the Registry, and do the export.
4. Double-Click on the HKEY_LOCAL_MACHINE folder icon
5. Double-Click on the Software folder icon
6. RIGHT Click ONCE on the ORACLE folder, then select delete.
7. In Windows Explorer, navigate to C:\Windows\Start Menu\Programs, and delete the Oracle Database entries.
REBOOT
Check out your machine. Most likely, you'll experience no problems at all from this. However, it's best to play around a little before doing any more installs.
Reinstall.

The problem is that Pesonal Oracle 8i is buggy to install on Win98, and the DB config. Asst. will not properly create or delete DB without errors. Also, it will not create another DB without the first one being deleted. In addition, manual creation of a DB will periodically lock the machine also. I think the entire thing is kinda slapped together.
That's why I suggested such radical treatment of what really should be a minor problem . . .

Try running the universal installer and uninstall every thing related to oracle. Edit your registry and bounce the system, then install the oracle, for no reason think that it hung, it would take some times one to three hours to install the binary and create a database initially. So it is a slow process. Once you complete the installation use the configuration assistant to create an instance and then you would be fine.

I have the same problem of installing into my window98 too. I think it requires
at least 96MB RAM in order to install. I have 40MB RAM. I tried to install
a few times, and it did not work. Therefore, I used only oracle 7.3. :)
I am not sure if it has to do with the minimum of RAM or not.

Iam wondering ! 8i EE needs minimum of 50 MB RAM for the instance. Is this true with even 8i PE ? I don't think so. Better create database thru script or is it gives option to save the database creation script and modify it and then run.
I have never tried 8i PE installation.
