WEll to start with he's the owner of the data dictionary tables.
So all the base tables and data dictn views are are stored in his schema SYS.
Besides alterations to the storage parameters oracle advises the KEEP OFF option for this user.
Isnt SYS the owner of data dictionary tables and not system.
