Pl find the following--

1. Set the environment variable
NLS_LANG to "_.WE8ISO8859P1"
2. Do a full export of the database
3. Create a new database with the database character set UTF8
4. Set the environment variable NLS_LANG to "_<
TERRITORY>.UTF8"
5. Import the export dump into the new database
