I wouldn't drive any conclusions from that fact, it can just be some kind of peculiarity from your neighbourhood . I', for example know about dozen of OCPs (in person), and only one of them is DBO, all others are DBAs or developers.

Moreover, concluding from the postings in this forum I would say the former director of the OCP Program at Oracle was telling the truth about OCP DBO certification not performing well. I'd say less than 1 of a 20 candidates for OCP in this forum is preparing for OCP DBO exam, the vast majority is aiming for DBA track.
