The Cause of the error is that The Oracle Management Server cannot start because the EM Repository user
has been deleted from the EM Repository Database or the EM Repository user is incorrectly specified in the "omsconfig.properties" file.Each time the Management Server is started, it logs into the EM Repository Database as the EM Repository schema owner. The logon credentials are normally found in the Management server's "sysman\config\omsconfig.properties" file.
When extra security is required, however, the logon credentials can be omitted from this file and supplied at command line when the Management Server
process is started.
The three parameters that are required for the EM Repository connection are:
OEM.REPOSITORY.USER (can be omitted from file and supplied at command line)
OEM.REPOSITORY.PASSWORD (can be omitted from file and supplied at command line)
OEM.REPOSITORY.DATABASE (always in the file)
If the database user specified as the OEM.REPOSITORY.USER does not exist in the OEM.REPOSITORY.DATABASE, the error ORA-01017 will appear in the "oms.log.0" file.
The solution of the problem is
Launch the Enterprise Manager Configuration Assistant and either modify the "omsconfig.properties" file to use the correct EM Repository logon credentials or recreate the EM Repository.
