Make changes to these parameters in your init.ora file. BTW what is your oracle version? Always include the version of ORACLE AND THE OS

MAX_TRANSACTION_BRANCHES = 32
open_links = 100
distributed_transactions= 100

These changes require a bounce on the instance.
