The parameter that takes the place of DISTRIBUTED_LOCK_TIMEOUT is _DISTRIBUTED_LOCK_TIMEOUT (note the beginning "_"). However as with all init.ora parameters that start with an "_", it is also NOT documented.

Oracle obsoleted this parameter because they believed that the default value of 60 seconds was sufficient for most of the apps.
