Try to do the following:

1. SHUTDOWN IMMEDIATE
2. STOP all Oracle services (from the Control Panel)
3. START the services again
4 SVRMGRL> SET ORACLE_SID=NAME
5. SVRMGRL> STARTUP PFILE=...

Tell me what ORA Error you get now (if you get any).
