One way to do this is to install OEM on your client system and access it. On otherwords you wouldn't require to create the OMS repository but you need to have the OEM to invoke the OEM. Provide the host name to where the OMS resides and establish a connection. Other way is to map your oracle home to the client machine and start accessing from there.

BTW: did you provide the correct hostname to connect for the oemapp. Try giving the ip address instead of the host name.
