We want to buy some 2 products for easy work
during developing applications and writing procedures
What product can you advise us?
At this moment we stopped at Toad and Sql Programmer(SFI inc)

Most of our developers prefer TOAD...
The company now wants them to use Compuwares XPEDITOR for developing and debugging PL/SQL apps (It has a Visual Basic style Debug more - where you can step through code, watch variables etc.).
I've installed it, but I'm still trying to find the time to 'pursuade' them to use it, so I can't give any feedback yet. Your best bet is to evaluate for yourself.

Another excellent choice is CA's ManageIT SQL-Station. It also has a debugger, etc. as well as a wealth of other features. It's Plan Analyzer For Oracle (PAFO) is also wonderful. Having said all that, it leaks like a seive. I also like TOAD for many reasons, but it has little to help in debugging or optimizing, although it does have some add-ons that help with the optimization part.
Basically, I think the ability to step through database code is over-rated. PL/SQL code is rarely so complex that a few DBMS_OUTPUTs won't tell you what you need to know. What is far more important is what those SQL statements inside it are doing, and a debugger won't help you there :)
Basically, since all these tool sets are so integrated, the idea of buying 'best of breed' parts doesn't really apply. Besides looking for the best editor, you should look for the best suite of tools that you, as a SQL programmer will need:
- Coder
- Debugger
- Schema Browser
- Optimizer
- etc.
Evaluate them as a whole and then decide which you want.

We had very good productivity with TOAD. It too has optional modules that allow you to do step-by-step debugging, watch variables, and performance tuning.

There is a relatively new utiltity (about 1 1/2 years in the making) called EZSQL. It is rapidly gaining popularity, and rapidly growing in features. It has more DBA features than any product I know about. Plus it costs much much less than TOAD, SQL Navigator, etc....
