So long as the 30 named users are the same users (Actual REAL people!)on each database. Hence: "NAMED USERS"!!!!!.

Its impossible for Oracle to monitor this, so it is all on trust.

We run STANDARD EDITION PLUS with 100 named user licences. These 100 actual real human beings use the licences to connect to 3 different databases (each with 100 Oracle user accounts). So thats 300 accounts but its satisfied with 100 licences.
