You will need to use the correct NLS_LANG in the registry:

Chinese (PRC) - SIMPLIFIED CHINESE_CHINA.ZHS16GBK
Chinese (Taiwan) - TRADITIONAL CHINESE_TAIWAN.ZHT16MSWIN950

Oracle Certified Master
