During the startup, 10 RBS are created.
Then, based on the number of active transactions, oracle automatically creats additional RBS and drop them retaining the frist 10.
Processes parameter does not play any role in the beginning. My DB has a value of 3500 for processes parameter, and so far I have not seen more than 20 RBS.
