This depends on your SLA and what response times you establish. If you establish that screen X has to come up in sub-second time, then use screen X. If report Y has to be done in N minutes, time report Y.

And the boss also told you that "But we still get complain from clients"
How do you hard convince him?
Obviously you're not meeting your SLA requirements. How can you convice someone that your database is performing fine if your users complain?
