I found a thread on Metalink concerning this error.
Metalink states:

Looks like bug 2653887 which is closed as not a bug because the customer had not run
catpatch.sql after applying 9.2.0.2. Do you know if you executed this script?

and in the same thread:
We encountered some strange problem a while ago, so it seemed at first, but it was simply due to NLS_LANG not set (export should use the correct charset). Did you set NLS_LANG shell variable?
Do you have access to Metalink? I searched Metalink with the text "ORA-31600" and choose: "Export 9i fails (worked on Export 8i)" in the list.
