On Windows ODBC drivers comes as dll's so may be you can install the ODBC driver on one machine, then copy the ORACLE_HOME\ODBC directory with the HKEY_LOCAL_MACHINE -> SOFTWARE -> ODBC -> Oracle.... registry key to the rest of the clients. It should work.
