It is not about the Primary Key, I do it all the time.

Online rebuilds are not permitted for:

REVERSE KEY INDEXES
FUNCTIONAL INDEXES
DEFERRABLE UNIQUE CONSTRAINTS
INDEX ORGANIZED TABLES

Additionally the rebuild of indexes online is not permitted when any one of the following options are specified:

SPLIT PARTITION
COMPUTE STATISTICS
UNUSABLE
