enabling the option for instead of trigger comaptable parameter is 8.1.5

we have oracle 8.1.5 and compatable parameter also 8.1.5 , but when I try to install designer it says that instead of trigger not enabled.

ORA-00439 feature not enabled: Instead of triggers

any help ? please
