I am getting the following error when the database is going down

error=27072 txt: 'OSD-04008: WriteFile() failure, unable to write to file
O/S-Error: (OS 33) The process cannot access the file because
another process has locked a portion of the file.'

Dump file o:\oracle816\admin\test\bdump\testALRT.LOG
Bu when I stop the service & start the service I am able to access the database.Again after some more days the same message appears.Has anyone got any clue why it happens.If so what is the solution.All suggestions are welcome.How to keep the trace on
