    Question

Whenever a redo log fills up and an archive log process starts to write to an archive log. Does it create a new file? If so does this file have all of the data from the old archive log file plus the new redo log file information?

Each log switch would generate an archive log file with a sequence number. The question whether the archive is a complete one or not depends on your parameter set up. IF you have enough redo logs then you don't have to worry about it.
