can anybody give me an example how
to set up parameter LOCAL_LISTENER?
also show me your content of tnsnames.ora
and listener.ora

I don't understand the relationship of them

look in you oracle_home/network/admin/sample folder you must have one tnsnames.ora file and listener one if you are on server
just take a module from each on and make sure you change the port = 1521 or 1526
sid= orcl or whatevre you have as one
and in listener check the sid and oracle_home
Tell me your exact problem I will try explaining more.
