    I Checked, the Log File and i found this

    This Listener start 06-FEB and yestarday I Restart.

    what do you mean about that?

    Is your instance in the shared mode? It looks like that it is failing to start the dedicated server process. First make sure that the listener.ora set up is correct. Then go ahead and confirm that the protocol that you are using is installed correctly. If your instance is in the shared server, then add the following SERVER=DEDICATED after the SID in the tnsnames.ora file also,

    (CONNECT_DATA=
    (SID= ...)
    (SERVER=DEDICATED)
    )

    One of the other thing that it is worth the notice was why not you do the TCP instead of IPC. I presume that TCP is more secured than IPC.

    Ok, How I Know, when my Listener.ora is correct, I have a server, but I have many application that use the Database, they are connect. then I have to write tnsnames.ora (SERVER=DEDICATED)
