Can I use the Oracle install CD Database Configuration Assistant to create a database on a separate drive? If so, how do I do it? I need to create a test database on NT.

What do you mean on different drive?
You can as for as you can see the file systems from your NT box.

Instead of executing when the assistant asks, save the scripts to a batch file, this way you can hack them to point wherever you like.
