I have just created a new 8.1.6 database on NT and to my surprise I can connect internal without a password from SVRMGRL even though I supplied one with the ORADIM -New command.
How do I force the password requirement?

I don't believe it can be pwd protected.

You will have to create a password file.
You should be able to find the relevant configuration settings from the admin guide.

Considering you are on the actual Oracle Server, you do not need a password. If you were to connect remotely (from another server/computer) you would be prompted for a password.
I figure Oracle assumes that if you can log into the Oracle server, then you have authority.
ie: you just logged into the unix machine as "oracle" user. oracle/password

It its server it will not ask password. Password file you set using oradim was for remote authentication. Anyway, svrmgr gone with the next release.
Secure your server ORACLE superuser id password.
