I think "EXP-00008: ORACLE error 933 encountered" is related to a bad username -a username created with quotes and not to disk quota.

Check DBA_USERS looking for a user that might...
1- Have a space in the middle of the name
    2- Start with a number
3- Start with a special character.

A username like "JIM SMITH" would cause this issue - rename or drop the user.
