    Is it possible to tell oracle to use only one cpu on a dual processor machine??

    The CPU allocation is done by OS not Oracle.

    I think Sun sells some software that will allow you to simulate E10K domains on smaller boxes. I think it's called resource manager or something similar.

    I recall that you used to be able to tell SQLServer exactly which processors it could and could not use on a multi-proc box. (NT, of course :) ). So in NT, it is at least possible. If that is your platform, you can probably check the SQLServer docs to see if they are driving that or simply utilizing some exposed OS method.
