    How to send DB Status customize message to users?

    I have Oracle 10g on Windows server. I want to display some customized message when users are not able to connect due to database is down. is there some kind of package I can use or how I can do this customize message display?

    well whatever application you use would need to trap the error messages sent by the oracle layer and display something nice to the users
