using package sys.dbms_space_admin .tablespace_migrate_to_local('USERS')

there is a package sys.dbms_space_admin .tablespace_migrate_to_local('USERS') that we can use to move from dictionary to local tablespaces. Will it also remove the HWM when you use this package, I know if you build a new local tablespaces and rebuild the objects, it will remove the HWM and I am not sure about this package. also will it help to reduce the spaces?

It will change the tablespace to locally managed without resizing, reorginizing or moving any othe the currently allocated extents. If you want to shrink a tablespace you need to look to see what is on the upper end of the tablespace.
