Cloning Database

Hi,

I have prod database in the Target sever
I need to have copy of it in another server
Same operating system win 2003 , and same database 9i

I restore the backup of the production in the target server and
into the test one then i did
create for the control file ( test database base available before)
but after issue the script of the creation of the database (controlfile)
it seems that it is hang and show me only
number
429
I don't know what to do please support.
